ZONING BYLAW AMENDMENT / DEVELOPMENT STANDARDS
– OFF STREET PARKING AND BICYCLE PARKING

To see if the Town will vote to amend Section 5.8.4 F (3)
“Development Standards – Off Street Parking and Bicycle
Parking” as follows: The bicycle parking requirements and
procedures set forth in Section 6.1.12 shall apply in the MDMF
and NMF Overlay Districts. Provided however, the Arlington
Redevelopment Board may allow the reduction of the long-term
bicycle parking requirement to 66% of that requirement in the
MBMF and NMF Overlay Districts for properties in which 100% of
new units will be affordable; or take any action related thereto.

The Board recommends No Action (5-0).
This article was intended to provide the Redevelopment Board
more flexibility to meaningfully reduce the amount of required
bicycle parking for projects that provide 100% affordable housing
and that are located within one of the Town’s Multi-Family
Housing Overlay districts. Section 6.1.12 of the Zoning Bylaw
requires apartment buildings to provide one and a half bicycle
parking spaces per residential unit in an enclosed, long-term
storage area. The proponents of this Article intend to provide the
Board with the ability to meaningfully reduce the bicycle parking
requirements for projects that are 100% affordable. While the

Board was sympathetic to the intent of the article, Board members
thought that it would be better to include this type of language
elsewhere in the Zoning Bylaw, rather than only in the Multi-
Family Housing Overlay Districts, so that it could have broader
applicability. The Board encouraged the proponent to consider
proposing a broader Article in the future.
