To see if the Town will vote to amend the structure of the Envision
Arlington Standing Committee regarding the method for
calculating a quorum; or take any action related thereto.

Vote and comment to Town Meeting - No Action (5-0)
The Board voted unanimously that no action be taken under this
Article. The Board continues to support the work of Envision
Arlington and its Standing Committee, but the sentiment of the
Board was that adjusting the quorum requirements of the
Standing Committee by Town Meeting vote was not something it
should do, particularly where the proposed amendment would be
in conflict with the quorum requirement contained in the Open
Meeting Law (G.L.c.30A, sec.18).
The rationale for the proposed vote to change the Standing
Committee’s quorum requirement (currently a majority of its vote
prescribed membership of nine members) was that the
Committee has been unable to meet on a number of occasions
over the past year because it has only six of the nine
memberships filled. While the Board recognizes the Committee’s
difficulty, it was uncomfortable with the proposal and its potential
