Arlington Town Meeting — Substitute Motion

ARTICLE NO. 55 Dated: 5/6/2026

I, Remy Macaluso, do hereby submit the following Substitute Motion under Article 55:

Voted:

That the following sentence is added to the end of Section 5.8.4.E(2) of the Zoning Bylaw of the Town of Arlington:

Fractional percentages shall be rounded as specified in Section 8.2.3.A. To qualify

for this bonus, the number of affordable units provided must exceed the number

ordinarily required by Section 8.2.

Comment:

This substitute motion clarifies the fractional to whole unit conversions for affordable units in the

MBMF affordable housing bonus. Rounding methods for fractional percentages of affordable

units are already defined, and requiring different methods of rounding is unnecessarily

complicated. However, using that method of rounding, if the building has 6, 8, or 9 units, the

number of affordable units required for the bonus is the same as the number of affordable units

ordinarily required. This substitute motion keeps the rounding methods the same, but adds an

additional minimum of 15%+1, so that an affordable unit must be constructed to qualify for the

bonus.
