Extend the Charge of the Affordable Housing
Overlay Committee
BACKGROUND – ARTICLE 38
Ø In 2025, a citizen working group filed
Article 41, a Zoning Amendment to
establish a town-wide Affordable
Housing Overlay District (AHOD).
Ø 2025 Annual Town Meeting approved
a Motion to Commit, submitted under
Article 41, to create a Town Committee
to study and prepare a draft zoning
bylaw and map amendment to
establish an affordable housing
overlay district for consideration at
2026 Annual Town Meeting.
Ø The AHOD Committee began meeting on
September 8, 2025, and has continued to
meet bi-weekly. They have sought feedback
at a public Community Forum and at multiple
Redevelopment Board meetings.
Ø The Committee has made significant progress
toward identifying suitable locations and
drafting proposed zoning language.
Ø The Committee seeks to extend its charge in
order to continue its research and
community engagement efforts and bring a
proposal to 2027 Town Meeting.
