§22F REGARDING FEES
Warrant Article Text:
To see if the Town will vote to accept the provisions of
Massachusetts General Laws Chapter 40, Section 22F to
authorize the town’s municipal boards and officers empowered to
issue a license, permit, certificate or to render a service of
perform work, to set or adjust reasonable fees for the issuance of
those licenses, permits, and for services rendered; or take any
action related thereto.

The Board voted unanimously to recommend favorable action on
this warrant article to formally adopt, by confirmatory vote, the
local option set forth in G.L. c. 40, §22F that allows for municipal
boards and officers to establish reasonable fees and charges for
permits, licenses or certificates they issue or for any work or
services they perform. Ultimately, this popular local option
positions those responsible for providing a service to more readily
and regularly amend fees in response to changes in costs. The
fees would remain subject to approval by the appointing
authorities, including the Town Manager and the Select Board. If
this provision is adopted, the existing schedule of fees and

charges (including any that may be amended under Article 16) will
remain in effect until new fees and charges are adopted.
[The Finance Committee] supports the Town Manager’s and the
Select Board’s efforts to update the Town’s fee structure to more
accurately reflect the true cost of services delivered to our
residents and strengthen the Town’s enforcement mechanisms to
ensure compliance with our Bylaws. Accordingly, the Finance
Committee recommends favorable action on Articles 16, 17 and
19.
