BYLAW AMENDMENT / COMMUNITY CENTER REVOLVING
FUND
Warrant Article Text:
To see if the Town will vote to amend Title I, Article 22 of the
Town Bylaws by adding a new section to establish and authorize
a revolving fund as provided under M.G.L. c. 44, §53E½ to utilize
monies received through the private use of space at 27 Maple
Street so that those monies may be utilized for the upkeep of the
rented facility or space; or take any action related thereto.

The Board voted unanimously for favorable action on this article.
The proposed article will add a new section to Title I, Article 22,
Section 5 related to short term rentals of space at the town's
Community Center located at 27 Maple Street.
Since its recent renovation, 27 Maple Street, particularly the lower
level with its commercial grade kitchen, has become more
attractive to groups looking for short term rental space for special
events. The establishment of this revolving fund would allow the
Town to account for upkeep and maintenance of the space with
revenue set aside for those expenses that will help offset general
fund costs. To assure that the management of short-term rentals
does not create undue conflicts with other community groups or

senior citizen events at the Community Center, the proposed
bylaw amendment calls for the Health and Human Services
Director, with oversight by the Town Manager, to administer the
fund.
This revolving fund, like other revolving funds, would be subject to
the setting of an annual expenditure cap that will require approval
from Town Meeting each year.
Vote Language:
That the Town does and hereby amend Title I, Article 22, Section
5 of the Town’s Bylaws, or take any action related thereto, so that
the new Section reads:
