BYLAW AMENDMENT / TOWN MEETING PROCEDURES
COMMITTEE ROLLING MEMBERSHIP APPOINTMENTS

To see if the Town will vote to amend Title I, Article 1, Section 8 of
the Town Bylaws to establish rolling three-year terms for
appointed members of the Town Meeting Procedures Committee.

The Board voted unanimously to recommend favorable
action on this article. Inserted at the request of the Town
Meeting Procedures Committee, this article seeks to alter the
timing of the appointment of the three Town Meeting
members on the committee so that initial appointments will
be for one, two and three-year terms, thereby creating a
staggered reappointment process in the years that follow. It
is hoped that the proposed change will increase continuity
and stability for the TMPC and its membership.
Vote Language:
That the Town does and hereby amend Title I, Article 8, Section C
of the Town’s Bylaws, or take any action related thereto, so that the
new Section reads:

Section 8. Procedures Committee
(ART. 15 – ATM, 05/30/07)
A. Name. The name of this committee shall be the Town
Meeting Procedures Committee.
B. Appointing Authority. The Moderator shall be the
appointing authority for the committee, and shall also fill
any vacancies.
C. Composition. The committee shall consist of five
members who shall be: the Moderator, the Assistant
Moderator, and three Town Meeting Members. The
three Town Meeting Members shall serve for three
year terms, and members shall be eligible for
reappointment. Following the effective date of this
revised bylaw, the Moderator shall appoint three
members for one, two and three year terms for the
specific purpose of staggering term expiation, with
all subsequent appointments and reappointments
for three years. A vacancy shall be filled for the
unexpired term in the manner of the original
appointment.
D. Duties. The committee shall consider, recommend, and
report to the Town Meeting on matters related to Town
Meeting procedures. The committee shall take a broad
view of matters related to Town Meeting procedures. In
addition to considering how such matters affect the Town
Meeting, the committee shall also consider how these
matters affect the desire of voters of the Town to become
Town Meeting Members.
E. Transitional provision. When this section comes into
effect, Town Meeting Members already on the committee
shall remain on the committee. If the Moderator or
Assistant Moderator is already on the committee, the
